If you have not jumped back or turned your off for fear of me, then I commend you. My name is Temeraire, and while I may be a dragon, it does not mean that I will randomly attack any one person in this city.

I am a part of the Watch which means that I am here to protect everyone in my patrol area, so rest assured that I will never mean you any sort of harm... for the most part.

It is more or less to assure those that are new that I will not harm them if they are innocent enough.
