[The camera focuses on what appears to be one of Death City's many streets. You can't really see who's behind the camera, but you can see a motorbike; the front wheel, at least. The low purr of the engine can be heard in the background for a few seconds, before the biker decides she's had enough of this bullshit and just starts accelerating already.

What follows next is something that might as well have been pulled out of a Hollywood action movie, minus the explosions: a bike racing at breakneck speed, only miraculously avoiding to hit the occasional obstacle on the road. The biker laughs-- it's a woman, although her laughter is more like a machine gun stutter than your typical girly laughter-- and then goes silent again, although that might as well have been the sound of the engine muffling everything else.

Ten minutes after the race starts, the bike finally comes to a halt, tires screeching against the pavement. War reaches for the camera and turns it around, so that it finally shows most of the bike, and comes to focus on her leather clad body.]

[The voice is muffled; she still has her crimson biker helmet on, although her hands are reaching up to remove it. As it comes off, her auburn hair cascades down her shoulders, and her eyes-- a startling shade of orange-- narrow slightly in defiance. Those of you on the Watch will recognize her as Carmine Zuigiber, the zone leader of the Entertainment/Red Light district along with Genesis Rhapsodos.]

I'm looking for a challenger; racing is no fun if you have no one else to compete against. If you think you've got what it takes, meet me at the Bitch's Brew Bar.

[The start, while professional-sounding, is also at the same time warm and welcome. There is a brief pause as Armstrong sort-of collects himself (this leading thing really isn't what he's used to, he was a Major for a reason other than what he did in Ishval) and then he speaks again.]

My name is Alex Louis Amrstrong, one of the people within the core command of the Watch. As I know, there has been a new batch of arrivals brought in by BREW. I understand that not all of you are keen in aiding Shibusen in their war against the Witches, but for those who are and which to make an effort in helping out the residents and the other guests who have been brought here - should you be interested, please do join the Watch.

[A short pause.] To put it easily, the Watch is a security force set up with the sole intent of defending the residents as well as the Guests from any attacks upon the city. The Colonel had stated in his letter earlier that both Lieutenant Hawkeye and Second Lieutenant Jean Havoc will be aiding me in command of the Watch while the Colonel is away. [Pause.] However, I regret to say that Lieutenant Hawkeye has since been returned by BREW. [Horrible case of bad timing there, BREW.]

With the Lieutenant returned, things will regrettably be much more tighter for both me and the Second Lieutenant. I apologize in advance here and now for any errors or mistakes which might happen in the future, and I seek your help and cooperation in aiding me to keep the Watch stable. Leading and handling this many people is not my best trait, so I implore for your aid and understanding.

On another note I will be unable to attend to my patrol today due to the work in the office, so I would be thankful if there can be anybody who can take Masaru and my place. Our shift is at the Inner City Residential District, from noon to six in the evening.

It seems like there are many people from... many different circumstances here in Death City, aren't there? [ ... ] If anybody is willing to talk about it, I'm curious to know what kind of world that you've come from.

Ah – and if it wasn't clear, I'm new to Death City. My name is Usaki Toudou, and I come from the Third Toutoh Empire and member of the Tokkei's First Brigade. [ there's a pause - he doesn't think the chances of somebody else from the Tokkei being here, but it's worth mentioning on the off chance there is, isn't it? ] On another note... I understand that training and forming a partnership is of importance here, correct...? I'd like to understand more about the Meister-Weapon relationship as well.
